Windows Recovery Console Not Loading

Hi OCUK'ers

My PC has died and I am trying to load the recovery console so that I can either repair or re-image my HDD. The problem is after the screen "windows is loading files" I get another screen explaining that windows failed to start this could be due to a recent hardware change blah blah. ntoskrnl.exe file missing or corrupted - 0xc0000098. I also get that winload.exe is missing.

I have tried booting from disc without any HDDs in my system and with a friends HDD and still I get the same message and I have tried reconnecting my disc drive. I should be able to boot to windows install disk without HDDs present, correct?

I am now doubtful of buying a new HDD because I can't see this solving the problem.

Has anyone ever experienced this, or can anyone point me in the right direction.

That is what I am trying to do but when I boot from disk it says "windows loading files" then it should goto the Install DVD but it doesn't...
