Windows recovery problem.

Hi all,

I am having problems with my PC and was wondering if anyone is able to help.

I turned it on and the monitor remained on standby and would not be recognised. I then turn it off and this time it loaded but would not recognise my mouse, so I turned it off. I then turned it on again and after initially booting up and briefly working the screen went black and an egg timer appeared, I left it for some time with no change so I turned it off.

Now when I turn it on there is a windows recovery message saying that there is either a hardware or software issue, and it advises that I put the o/s into the machine (vista) and restart the computer, select the language, then click repair.

However, when I do this it doesn't get to "select language" and is stuck in a loop. I have tried turning it on in safe mode, last good configuration etc but it always loops round.

Can anyone tell me how I get the language/repair options?
 
is the boot device set to cd/dvd? And I'd take everything out hardware wise and see if that helps...bare minimum ram etc. etc.
