Windows recovery

Mates laptop is gone in Windows recovery mode, can I download and burn off a recovery disc on my pc and use it on his laptop?

Or does the recovery disc need to be created on the machine that is now bsod?

I think the recovery disc or pen drive can be from any windows machine. If it’s in recovery mode then you should have access to what you need to diagnose the machine issue
