I installed Steam and all the associated games onto a dedicated hard drive. When I reinstall Windows onto my SSD, will Steam work straight off the bat or will I need to do anything?
Yup steam is portable so it should work fine, though there may be the odd game that uses some other folder outside the steam directory, though this is just mostly for saves (for instance my steam is on E: drive but Plants Vs Zombies save is on C:\ProgramData\Steam).

I was worried about the same thing when I re-installed windows last w'end,I have steam on a seperate drive too. It turned out o.k though, when I first ran the steam exe after the re-installation it loaded some files, registry entries of some description i'd imagine, and then ran as normal. All games worked perfectly! Quite a relief considering the size of some of the updates to games I have installed,TF2 alone has had around 8GB's added since I first installed it,really wouldn't fancy downloading all that again!
