Windows reset/restart feature safe?

I am selling my laptop but don't have a usb drive to install windows, is the built in reset/restart feature safe?

i dont want any one my info on the laptop when i set it.
or do i need to go buy a usb to do a full format/reset
 
Rule 1: Don't trust Windows to hit a cow's arse with a banjo.
Rule 2: See Rule 1.

I don't know anyone who's got the reset feature to work.
I've tried multiple times and it always fails to start.

I'd use third party software to erase your disk. Maybe KillDisk or similar.
Or replace/remove the HDD before selling it.
