is there any good sites for vb or bat script command ? etc for such as internet explorer options, start menus etc on a domain

You probably want to be looking at group policy for these items...

Use group policy for the general stuff, scripts should be reserved for "exceptions to the rule" and one off instances such as user/computer specific customisations.

And for some of those you can use "Group Policy Preferences"
