windows snap strangeness

having a bit of bother having reinstalled windows in that all my windows (except edge) want to snap full screen when you drag them

chrome file manager outlook etc all want to go full screen or nothing,

have tried disabling snap in multitasking but makes no difference

any thoughts guys and girls?
