Windows Sound Really Loud On Startup

Everytime I switch my PC on, the windows startup sound (and any others) is really loud, it doesn't matter what the volume was when I switched it off.
It just doesn't seem to remember how low it was set on the last shutdown.
If I tap the volume down key it sets it to where is should be in one go despite the fact that the actual difference in volume is vast.

Any ideas

update soundcard drivers would be first port of call

Will try doing the drivers, it's just strange because it just started doing it a little while ago after being fine.
