As it says at the top of that dialogue box that it may be controlled by group policy, it might be worth checking that. Mine certainly hasnt got that on.
Yep, locked off by the registry settings that would be set by group policy. If you are in a domain, then your administrator has set the firewall policy like that (for whatever reason). If not, then some nastiness (virus/spyware) has set the keys.
If that's the case, then a proper sweep and clean needs to be done first, and then we'll revert the reg keys.
my very first thought on reading the topic title was group policy.
if it's a home machine then load up gpedit.msc from Start > Run and go change it.
If it's a work machine then it'll be set like that for a reason
