windows task manager(how to disable)

anyone know how you disable the task manger in a limited user account?
my girlfriend has cyder patrol running in her PC but her lad has been turning it off in the windows task manager, the bugger lol.

gpedit.msc (do it from the admin account)

gpedit.msc wouldn't run on xp home
i did found another way of disabling the task manager, but it only worked on the admin account, i couldn't get it to work on all accounts.
can anyone tell me how to disable tesk manager on all accounts
