windows thinks im not administrator

this first happened to my dads computer 1 week ago, and now out of the blue it has happened to mine. I go to run, then msconfig, change some stuff, apply, and i get a message saying "an error occured while trying to change the services. you may need to log on as administrator for the changes to take effect." well not exaclty those words but almost exaclty.

what does this mean as i defiently am the admin, as is my dad? could it be some virus or something telling the pc that everyone is not a admin, but displaying it as i am?

corrupt settings
i had the same thing happen to me.at times it wouldnt allow me to load somthing into the system aswell.
i ended up formatting and putting a new install back on to get it to work again
