Windows Time server strangeness

There are two DC servers at this site.
One is an old 2003 server (due to be decommissioned) which seems to be losing time at about 3 minutes per day (I'm assuming it's a CMOS battery issue, doesn't matter at this point).

Now, I want to move the Time server role to a new 2008 R2 box but here's the problem:

The 2008 R2 box holds the AD RID, PDC and Infrastructure roles.
There is no group policy object for the Time Server configured (as far as I can see).

Why is the time still coming from the old 2003 server?

I've checked it this morning and did some testing, the PDC is serving up the time correctly.

It looks like the new PDC server has a slippery clock (oo-err). Unfortunately the battery voltages are reading as OK which hints at something more serious :(
