Quick question, can i install vista(retail) on another pc once i've used the w7 upgrade on the pc vista is currently on?

I would say yes.

You legally own a copy of vista, so upgrading from this is valid.
You would then be running Windows 7 and not Vista, therefore you can use it on another computer as you are not running two pcs or more on it.

I don't think they mentioned anything about you not being able to legally use your old OS once you have upgraded on it.

Actually they're quite specific about it. It's not allowed. The qualifying product cannot be transferred after it has been upgraded.

Indeed. Once you have installed Windows 7, you will no longer be able to use the version of Windows that you used as the qualifying product for the upgrade:
