Got my OEM version of vista premium, it states on the outside that I need an OPK.

Is this the case?

Also where can I obtain one from without fully downloading the 1 Gb file?

I've installed OEM Vista dozens of times and never used or needed the OPK. Just whack the DVD in and off you go :) If you were actually building systems for public distribution then I guess the OPK might be handy, but for home use? Na. Just install it like normal. You'll never know the difference. Or at least, I certainly didn't :confused::D
 
The OPK is only needed if you are going to sell the machine on after install. And the 1.4GB file was only ticking along at 40k/sec when I downloaded it last week :(
 
Its a preinstallation kit, will let you do all the updates and settings the 'reseal' it as if it is a new computer, asking for details etc.

As said above if its for home use then ignore the OPK, and just run the Install DVD/CD as normal.
