Windows XP shutdown/startup

Recently my PC is booting up with any folders I have open on shutdown which I think leading me to think that the pc is not closing down all apps folders etc correctly. When I boot it also sweeps on the windows XP bar only twice which was usually around 9 or so but then hangs on a black screen.

Anyone know how I can refesh the whole startip/shutdown proceedure, maybe its a corrupt entry in the registry file?

Its actually a folder option "restore folders on statup" accessible from the tools > folder options > view toolbar in Windows Explorer.

Not really a problem, just uncheck the box.
