I suppose if you already had a disk image you could use something like Alcohol 120% to mount it and install in Windows. Alternatively, you could try to set it up to boot from a remote image via a network. You could copy all the files on the CD image to a 1 gig USB flash drive and boot from that. Both are poor options. Beg, borrow, or steal an optical drive, be it internal 5.25" style or external USB/1394a/1394b.
there's been rumors of viruses that could kill CRT monitors, especially in the late 1980s and early 1990s, however I haven't ever heard anything credible about it. I don't think modern monitors could be induced to commit suicide either.
