Nope, RT isn't available outside of the manufacturer/OEM channel.
Even if you could get it, no one has actually managed to boot it outside of the secure boot environment of a certified device.
In fact, any further discussion would technically be the same as talking about running OS X outside of the Apple hardware channel, which isn't allowed.
