Is winrar optimized to use more than one core? and if so why does it not use all cores to their ability, I am unraring a 6gig file and cpu usage hasn't jumped above 25%?

Extracting files with WinRAR won't really require much CPU usage. The amount of RAM you have and the speed of your HDD will be the most significant factors.

Obviously the better the CPU the quicker extraction.

Compressing is where you see decent multicore usage. Extracting is much more HDD dependent.
