i'd say you can buy it on its own, but legally i think you do have buy it with hardware but tbh i dont believe any places actually force that on you.
just buy the windows xp pro/home oem.

IIRC, MS state that it can only be supplied with a hardware purchase.

However, whether that condition complies with EU law is another matter.

what a load of crap
microsoft wouldnt go to that much trouble over a OEM disk being sold without hardware.

Some online stores state explicitly that you do NOT need to buy any hardware with it. Basically check the small print in the place you buy it from.
