I've a laptop and desktop , both running XP connected to my wireless modem. Both connect with about 45-50 mps and see the internet ok. They both get pings around 30-45ms however when i do speedtest.net check i get around 3.61Mbps but only 0.3Mpbs yet an upload of 0.89 from the desktop. I removed a couple of hard drives, but not the one with windows on it and installed a new(er) gfx card but cannot see how that could have made a difference. I've unstalled the driver of the wireless card, which previously worked fine and rebooted and re-installed it but this hasn't cleared the problem.
I'd of thought if there was a problem with the wireless card then it wouldnt connect to my router in the first place.
