Wireless help please

Hello good people, I was hoping that some of you would be able to give me some advice about a wireless network... I'm getting more and more infuriated and know little about wireless problems...

I'm using my girlfriends laptop, with a PCMCIA belkin wireless card. Often, WinXP brings up that "limited connectivity" balloon as the laptop isn't assigned an IP address. Other times the connection is made, and partly works. Signal strength varies from ~45% to ~70% and sometimes drops to 5% or so... Pinging the router when the connection has been made generally results in a %50 to %100 packet loss, and browsing is usually dodgy, breaks in loading, refreshes needed etc. Also, needless to say torrenting barely works even with ports correctly set up and stuff. I think that one day when she comes home she'll find a CAT5 cable taped to the walls in her house, but until that day is there any advice or words of wisdom that anyone can afford me (is it a **** wireless card? Another laptop functions perfectly within the same physical domain). Oh, also, restarting it sometimes helps, as does removing and replacing the wireless card.

I've checked out the router and there doesn't seem to be any particular problem with its placement, though there is a sub-woofer that is usuall turned of relatively near by...
