Wireless N300 Series Router help

I have a Netgear WNR2000v2 wireless router.
I have my ethernet connected to it and my brother-in-laws ethernet connected to it in port 2.

Is there a way (Easy way) to cap what Port 2 uses?
I only use my PC for gaming so went for the 50mb package.
I don't want him downloading anything as it's my name on the account and me who will get in trouble if he downloads anything.

I want to cap his to about 2mb or something as he isn't paying anything towards my broadband anyway...

Any help would be much appreciated.

I have downloaded DUmeter to check the traffic through the modem/router but really need to cap his speed.

Yeah, increases my game play etc...plus VM offered it me at a BIG discounted price :-)

I want to be able to RESTRICT what bandwidth Port 2 is getting so I need as much help as possible with Port Forwarding.

I am connected to Port 1, my brother-in-law is connected to Port 2, I want to be able to restrict the bandwidth he receives to prevent him from downloading big files as he wont bother if they are large and he is running a 2mb connect for example...is this possible?
