Wireless network and Power User rights

I recently configured some PCs at work for a wireless network whilst logged into the PCs as local administrator and all was fine.
A user was then setup with Power User rights for the users to log in and this also seemed OK.

However the PCs have now been moved to another site with a different wireless network and with the users logged in it will not connect to the wireless network, even though it can see it and the network is not secured.

I have managed to do some brief testing in the office and it does appear that it is a rights issue. If I setup the network under Admin it will work under any user, but if I try to connect to new network from scratch with the Power User it refuses to initially connect. I even turned off firewalls installed.

Has anyone come across this before? We have many hard wired PCs that are moved from site to site with only Power User rights and have never had this issue before.

The PCs are running Windows 2000 SP4 and the wireless dongles on them are D-Link DWL-G122.
