Wireless waterproof microphone and recorder

For various reasons that I am not going to go into I need to record audio outside in my garden and I need some form of wireless waterproof microphone that is preferably sound activated that records MP3 files to some kind of device that records the audio from the garden.

Does anyone know of any devices that do that? I was thinking of a CCTV camera but they don't always record audio as far as I am aware. I'm not interested in recording video I just want the audio.

This is really important to me. I'd be prepared to pay some decent amounts of money for a good set up.

What's this for? Eg. if it's regarding antisocial noise etc etc won't the local authority want to use their own calibrated recording equipment. Then why does it need to be outside?

It isn't loud noise as such. It is bullying from my neighbours and I want to catch them in the act. Some of the things they say are rather unpleasant and I want some proof. I can't take this to the next level unless I have proof.

The noise itself is just loud enough to be heard through the windows but the sound level would be considered acceptable by the council.
