WOL from shutdown not working

WOL works fine from sleep and the nic stayson when shutdown
Fast boot disabled
All power savings off in windows
Wake options enabled in windows and bios
ERP off in bios
wake from PCI enabled bios


Various other options see on the nic as recommended in the Asus forum

Is there some other obvious thing I'm missing?
