There are VAT rules, something to do with amount they earn or decree. I believe cash when dealing with tradesman situation is iffy as there is sometimes not a receipt as such they can choose to pay VAT or not to etc.
Not always. The vat registration number may be fake and even if its real it doesn't stop the company from being dodgey or ripping you off.
Vat registration only really equates to turnover. iirc over £60k turnover for any 12 month period means compulsory registration and you can only come off registration if it drops below £58k.
You can opt for voluntary registration if you can prove that your operation is a business for vat purposes. A company may want to do this to make them look more professional but the added hassle of vat accounting probably isn't worth it for legit businesses.
If you are in doubt about a company you can check limited companys through Companys House or ask them for references from existing customers.
