Im from Australia, each state has there very own set of road and licencing laws
So ill explain what my licence laws are for my state
When we turn 16 we can get our licence. Which you get by doing a theory test with 2 sections. A 42 questions common knowledge questions section and a section of 8 give way questions.
To pass that you are have to get at least 32 common knowledge questions right and every give way question right.
If you pass that you get your L's (learners permit) which you are stuck on for 6 months and you need to have a fully licenced driver with you at all times and cant go over 80kph. And you must display a yellow and black L plate front and back of the car. You also only have 1 point to loose.
After 6 months you can then get your P's(provisional licence).
To get that you can either do "log book" which is driving with a driving instructor doing a fair few lessons and he ticks off every thing as you learn it and you have a very quick and simple exam at the end which can be past easy.
Or you can go and do a test which is do every thing completely right and with very little margin of error and pass straight up like that(the cheaper but harder of the 2).
Once you get you P's you can drive all by your self when ever you want but you cant go over 100kph and you must display a White and red P plate on the front and back of the car.
You are stuck on your P's for 2 years and after that time if you lost your Points you then get your full licence.
With your P's you have 4 points you can loose.
BTW down here the more points you have the better because they deduct points not add them.
