Word 2003 Bullet Point problem

Hi guys,

Got a small problem with word. As the screenshot above shows, I clicked on the bullet point button and it bullet points everything, including header.

Only way to get rid of this is to use Undo/Ctrl+Z.

Any ideas?

It is a custom template, so it might be that.
