Word/windows unknown bracket help

Never being so clued up on Microsoft Word or office applications in general can someone tell me what these brackets are:

My girlfriend is doing a course where she has to make a copy of various printed documents using word and I have no idea what this is.

http://en.wikipedia.org/wiki/Guillemets is the wiki page for them. Hold alt then press + 0171 on the numpad after you release alt then « will appear. Replace 0171 with 0187 for ». She can then just copy them or do that every time if she wants.
