Wordpress, - change font size

i have looked in someone elses wordpress admin and they have a change font, change font size, change font colour toolbar in the "pages" menu when they create a page

i cant work out how to get that

anyone point my in the right direction ?

Isn't that just the standard WYSIWYG editor, TinyMCE?
