wordpress designers?

I am currently in the process of looking at our company online offering as part of a bigger company focus exercise.
I have a fair bit of previous experience using wordpress sites and altering themes etc but usually its a learning on the job type of affair rather than understanding the fundamentals.
Do you get web designers that specialise in wordpress and/or would it be normal to tell them that you want to use that platform and only really require a theme to be built - don't really want to insult a designer if that's not normal but I kind of know what i want and how I want things to work...

There are people like me that can create a Wordpress blog, and apply an off the shelf theme to it, and make minor adjustments to the styling.

Then there are people who can create the theme itself and are at a much deeper level of Wordpress understanding, and can make any modifications you need to Wordpress, either with plug-ins, or with writing custom plug-ins.

You may also need someone who has high graphic design capability as well if you want a unique visual design.

There are definitely theme designer/developer specialists. That's the majority of commercial Wordpress work. If you have a specification of how you want things to work then that's perfect, pass that to a theme developer and they should be able to tell you what's feasible, cost and time.

Last time I needed a web designer I found one at Upworks ( job platform for freelancers, very suitable one ). As for the Wordpress, it is super easy to launch a website by yourself using special themes ( templates ) or even sites like Wix, Wordpress.
