Okay...

PC1 has a PCI ADSL modem and a 10/100 NIC.
PC2 has a 10/100 NIC.

PC1 can access the 'net no problems (I'm coming to you now from win2k and an AMD K6-2 ;))

PC2 can't.

This configuration has not changed since it was previously working at a different address.

Same workgroup/s'net mask.

PC1 = 192.168.0.1
PC2 = 192.168.0.10

Neither can ping each other.

The connecting hardware is a Netgear 8-port hub (ghetto, I know...this setup was hauled out of the cupboard to tide me over until my router arrives in t'post) and two Cat5E (straight) leads.

Any suggestions on what to do to avoid soundless web-browsing on here (with 32Mb of RAM) until sunday?!

When you say the same subnet masks, are they both 255.255.255.0?

It should work (helpful comment I realise), have you got any software firewalls installed? Can each PC ping the loopback address (127.0.0.1)?
 
I'm assuming PC2's network settings look something like this:

IP Address: 192.168.0.10
Subnet Mask: 255.255.255.0
Gateway: 192.168.0.1
DNS: 192.168.0.1
