I would make sure you get a gig of ram for football manager 2006 if thats what he has as with half that it can take a lot longer processing the games and loading each game.
I would go socket AM2 so it can be upgraded in the future. The asrock board has decent onboard graphics (geforce 6100) which should handle FM 2006 fine.
