I have just overclocked my setup to 4000 but now in core temp and CPU-z the
Frequency is changing from 1600 to 4000 and back again over and over. I only have some Internet windows open and Origin downloading the BF3 update.

Is this normal? I have not noticed it before and am a little worried that it could be causing damgage with the flicking between 1600 and 4000 over and over

That's perfectly normal - the CPU multiplier will change according to load. Absolutely nothing to worry about and should save on the electric bill in the long run :)

Yeah I know its normal but there is little load on the system. Before I did the OC there would be no change unless I opened a game or somthing now its just a couple of Internet windows and Origin updating and its fluctuating every few seconds and that is what has me a little worried

Web browser, background services etc. can all put short spikes of load on the cpu causing the multi to increase. How often did you check the multi before you overclocked? It was probably happening then but you weren't keeping such a close eye on it.

If it's constant fluctuating, open task manager and sort by CPU on the processes tab which should give you an indication of what might be loading the CPU.

I just OC'd my CPU to 4.5Ghz and although I only ran OCCT for 5 minutes the CPU temp never went above 60 and that was only core 3, the others hovered around 57' or 58'. Can i assume this is OK or should I aim for a longer test?
