Is my waterblock. Sawn to fit and held together by a few spare pieces of metal that used to be a fascia for a fan cooler.

I've got a q9450 - which will be upgraded at some point.

It runs at 45 degrees or so.

Would I see a significant improvement with a newer block, and which newer block is worth getting.

Same question about a Hydor L20 pump.

It's rubbish flow rate curve is here.

Yes you would see an improvement. Get something like the swiftech GTZ or EK supreme and for a pump, you can't go wrong with a laing DDC (10w for single blocks, 18 w for multi block loops).

I can vouch for the EK Supreme HF. It's a fantastic block and fit's all current sockets. It should also fit Intels soon to be launched socket 1155 and AMD's AM3+ when launched next year.
