Worth it?

It all depends on the mobo, I.e the later chipsets have better heatsinks on them, I've OC'd my x99 5930 to (Daily use is at 4.4ghz) and the vrm stays around 47-50c, Chipsets are only worth it if you're running SLI or crossfire, anything with high demand in that region.

Like mine is at 27c and its fine all the way to 45-50c.
 
Depends on what socket you are on. I haven't done it since socket 775 as the modern chipsets and vrm's are more efficient and run cooler. Ram is just a waste of time. Mine doesn't even have heatsinks and is very cool to the touch even though it's overclocked and overvolted.
 
Just thinking about a watercool setup for my 970's SLI. Due to mount limitations I was just going to go with a 240 rad and watercool the GPU's and not bother with the CPU. It rarely goes over 55c anyway and I have a nice cooler on it along with it being delidded.
