Iirc they did for me with TBC and I got in during a period of inactivity Reactivated my account just for it

The FAQ says no, you need to have an active TBC account to get an invite.

I played in the TBC Beta and it made the first few zones in Outland feel like a grind when the actual game was released. I hope I don't get an invite because i'm not sure I could resist if I did!!
