would a usb cable with an inline switch drain the battery when switched off?

It says cut power and disconnect on the advert plus it looks like a mechanical switch that breaks the physical circuit.

So no it won't drain your battery.
 
Are usb output plugs on cars continually powered when the car is locked ? I thought there maybe some delay before they power down, but, that they do.

Depends, like with the cigarette lighter style socket depends on the car and socket - some will only be active with the engine, some will always be active, some will be active for 30-180 seconds after the car is turned off and EVs can be different again.

My Volvo has one in the normal place, that's only active when the car is on, but it also has one in the boot that's always on.
