Would I be right in thinking an AMD64 would use less power than a AMD XP Barton

As title really. For xmas, am planning on upgrading my brothers (my old) pc, and a mobo/cpu upgrade is one of my two options. Its currently using an AMD XP2800+ which uses 1.85V (1.65V stock, but set to 1.85V in BIOS so an overclock is possible, as this wasnt a good clocking chip, and afaik none of the 2800+'s were). AMD64 use 1.35V/1.45V stock, so would I be correct in assuming the power draw and consumption would be less, or is there another factor that I havent considered.
