Would this need planning permision?

Hi my neighbor has started construction of a very very large shed-type thing, to replace a much smaller one that was already here, should he of gotten planning permission before starting this? this thing is massive! and the size of a garage not a shed.



The thing that concerns me is it looks a mess and out of place.
 
Take a look at your council planning website. It should list what does and does not require permissions. My first thought is how close to the boundary the building is. Also maybe take a look to see if its got a building warrant. Again because it appears close to the boundary the walls would need to be non combustible.
 
That close to another brick structure and boundary may do, if you are concerned speak to your local authority planning department. Easy Google and they are usually helpful in these types of cases.
 
is it going to block light to your garden much? council don't take kindly on that.

my mum had to cut some trees down that were there when she bought the house some 15 years or so before a new family moved in a few doors up and decided they were blocking there view...

The outbuildings interactive guide on Planning Portal is extremely easy to understand. A building can be quite large before it needs planning permission. Building regulations may apply depending on the size of the building.

That building looks far from "massive"! 20 square meters or so?

Well its wider then my garage and nearly as long, the inside is constructed of steal gurders, i care because my house has only 2 windows downstairs, which both are looking out onto the big blue shed, yes i have spoke to him, he said its a shed to replace his smaller one, i said it would be ok but i had no idea just how big it would be... but he asked me like 2 days before he started so not like i had time to think on it

Also i only say hi to him, hes polish, and not that great at English.

I also care because my house is for sale, and out of the 10 people that came to view it 8 asked about the monstrosity that was the old shed and said it looked a mess. i was hoping the new shed would look better, and the plastic coating is temporary while its finished, the old shed was covered in the blue sheet for years

Personally i don't think i would care that much if i was staying here but as the house is up for sale i don't want it to impact on that.

Hes a nice guy, and i don't think hes moving any time soon pretty sure they own the house and don't rent it, at least with all the stuff they have done with the garden it would seem they own it, so no new neighbors any time soon
