Would this ram speed be that noticeable?

No but if the price difference isn't massive then why not.

Also some boards are limited to lower speed ram due to chipset limitations, but faster RAM will work at slower speeds anyway.

I didn't actually know that? lol. But I dont think 280m will fit in the fractal R5? It holds 120-140..? or im just a retard idk

But do they only move slower..with a fan controller? or is it default speed or whatever?
 
The corsair Link software allows you to set fan speed for each fan.

You can set quiet, balanced, performance (really loud as its like 2000+ RPM) etc

Or set fixed rpm and or change the way they ramp up with temperature I think.
