Did you set a v max of 1.1 volts and then clock all cores to 4.5?
Do they stay at 4.5 or thermal throttle after a while?

Also why set the mem to 1900 when it brings the stepping halfing into play, doesn’t slightly lower allow two to one infinity fabric settings?

It is a 4500Mhz all core overclock with HWinfo64 and you are mistaking about the memory.

CL16 3800Mhz/CL14 3800Mhz with 1900Mhz, The memory clock (mclk), the memory controller clock (uclk), and the infinity fabric clock (fclk) there is no stepping in half,never heard that term before for memory.
