WOW - L60 Higher Spells

I noticed that for some of the Spells you can get higher Levels other than the ones that you get trained for.

From books and drops apparently...

Is this true?

Is so what are the warlock and warrior ones called?

What do they sell for? ( I know they differ per server)

Some silly price I would have thought
