WoW Problem

I have a problem with WoW suddenly reducing to 30fps in random places that only appeared with a fresh install of windows.

Last week I bought a new HDD and fresh installed XP (fully updated). Latest drivers for GFX and then installed WoW + Expansion but the game randomly chugs to 30fps with out any discernable reason.

Theres nothing in the device manager to indicate why, and the pc is exactly the same as on the old drive with the same settings and drivers for everything so whats going on?

PC is:
Core 2 E6300 @ 2.96Ghz
Gigabyte DS4
2GB Crucial Ballistix PC 8000
ATI X1950 XT
ATI X1900 XT
Cat 7.4

Edit: Usually get between 65-200fps depending on situation

Vsync is off.

I just don't get it and its a bit annoying because 30fps is not fluid enough and looks odd.
 
Windows XP SP2 all up to date.

The 2 cards are crossfired and score 7450 in 3dMark 06.

All drivers are up to date, all I can think of is that theres something really stupid I am missing.

Or my X-fi is breaking it, if in doubt blame the x-fi - you'll be right 90% of the time.
