WOWLAN and remote control of desktop over home network

Hopefully I’ve put this in the right place…..

I currently use the Plex app to stream films from my laptop (which lives in the sitting room) via a Chromecast to my TV. Whilst this is quite a convenient system, my laptop lacks storage space and I’d rather use my desktop, which lives upstairs, to stream media from to the Chromecast.

The desktop is connected wirelessly (unfortunately), would I be able to use WOWLAN to turn it on from the laptop? If so what software is good to use? This may seem a bit lazy but it would be nice to not have to go upstairs to turn it on and off. I’d also like to be able to control the desktop remotely from my laptop, again any good suggestions for software for this?

I’ve seen some guides on the internet, but I’m not that interested in controlling my desktop outside of my LAN currently so they tend to be a OTT for my needs.

Any advice/guides?

Having read a bit more WOWLAN works on same wifi cards but not others, will need to check when I'm home.

If not, what homeplugs are recommended these days?

Cheers for the remote desktop suggestions, can't believe that didn't occur to me :).
 
Get a NAS, connect it to the router.

That's my long term goal but want to wait until I move into my new flat in the new year before buying one.

Was hoping this would be a half decent temporary solution.
