Yep, people get really stressed out over the high numbers even though it does no harm to the chip.
Not really. CPU's have V/F curves and boost tables which prevent exactly that from happening, assuming you aren't ignoring default spec

I was considering upgrading to a 5800X3d, but research suggests I'd likely need to upgrade my cooler (Cooler Master Hyper 212 Black Edition)
But the 5700X3d seems to offer only slightly lower performance, and if this thread is correct my cooler should be fine for that CPU.
