Wrong speeds showing in ATI Tool

I just bought a X1650 PRO and installed ATITool but for some reason its showing my Core speed to be 560mhz and my Memory speed to be 333mhz .
According to my specifications it should be Core 600 and mem 800 not Core 560 and mem 333 . Is it really running at 560/333 or is it actually running at 600/800 and just showing the wrong values?

I want to overclock my card but first of all want to get this sorted because I dont want to do any damage.

BTW I have catalyst driver 7.3 installed on a fresh install of XP pro.
 
those speeds are 2d speeds. the card lowers the speeds when your in 2d mode (not playing a game) to conserve energy I believe.
open a game in windowed mode to see your real speeds.
 
When I start up eve online in windowed mode it is still showing the same.
Rivatuner is showing the same.
 
I think the game has to be the active window to affect the speeds.
Try running a directx sample or something in windowed mode, that did the trick for me. I had this exact same problem when I first got my ATI card, I noticed it would go back to normal clocks whenever I played a game and then underclock on the windows desktop.
 
All you need to do to activate 3d speed in ATI Tool is open the 3d window with the fluffy cube. You can see the speeds going up and down when you open and close this window.
 
check the overdrive tab on the catalyst software. I noticed that when mine was underclocked, the bars would be all the way at the bottom, but the values would be lower than they should be. all I had to do was click the bars (to update the values) and it would go back to the normal speeds.
 
I think that would mean your card is locked and you can't overclock it?

a quick google reveals: 'in order for the overdrive tab to apper the ati hotkey poller service must be enabled'
try that out and let us know if it works (I think you can find it under services.msc)
 
Ive never flashed my video card bios before. I checked on google and found a few tutorials but they say I need a floppy disk but I dont have one :(, is there another way?
 
well if they require a floppy drive, then I'm guessing they want you to boot off it.. which can also be done with an optical drive (CD/DVD), so those tutorials might actually work.
what brand is your card? maybe others are having the same problem.

There has got to be a way to fix this without flashing my video bios because as far as I know that voids my warranty and its only 2 days old.
 
I was reading a review and apparently:

Overclocking

I was unable to overclock the card due to a driver limitation. I tried ATI tools and Rivatuner but neither of these worked.

I have spoken to Powercolor and they have said that the problem with Overdrive should be fixed in the next driver release. ATI Tool is currently being worked on to support the X1650 as well.
 
I saw that but that review was quite old wasnt it? Should I try a different ATI driver?
 
ah yeah the review is from 2006, I'm not sure if the drivers have been updated since (I'm not familiar with ATI's driver releases, I was an nVidia fan boy.. for a while).

you could try the omega drivers, I'll see if I can find out how to unlock the overdrive tab though. I'm pretty sure its not a driver thing, because the tab was there on my x1950xt but when I put in a Rage II, it disappeared..
