try stopping the service

start- run - type services.msc and find automatic updates in the list. right click, choose stop, then right click properties and change star-up type to disabled
 
Its normal for the Windows Update Service to show as running even if it is turned off, if you want to disable it navigate to the services node under computer management and disable it.
