In the old days, when Creative drivers/apps used to go mad for now reason, I simply Googled for the missing files, but most I admit were .DLL's.
Edit, thats seems a Windows file not Creatives even though its CT, I see other in Google looking for it not related to Crestive.
EDit 2: I have foudn it on my HDD in 3 places under Vista64, 2 are lowercase, 1 is uppercase, probably all the same.
Do you want me to send them to you ?

Send files rared up, prob all same but gave you 3 folders with exact locations of where to put content of the folders.
