X1800GTO Flash?

What i can say is that the HIS ICEQ X1800GTO is the one that appears to be most reliable in unlocking.
There are also reports of the Connect3D cards unlocking too.
If buying now, get the X1800XT / X1900GT as they offer great bang per buck or look for the X1800GTO2 (these are really X1800XT cards in disguise).

Pretty sure it has been (or is) possible on other cards but haven't done much research. I know for sure the HIS cards still unlock, as I have two purchased from OCUK that both are now running 16 pipes 
As already said tho, if your looking to buy, the X1800 XT or X1900 GT are a better option, even if the X1800 GTO unlocks it still won't be as good value.
